TIME to GOP: Bring On The Replacements?

Maybe D.C. gridlock is the manifest issue here, but this cover has Presidential politics written all over it. 

Is TIME -- perhaps panicking over a one-sided, low-drama (read: "low eyeball") election -- lobbying for a GOP line-up overhaul?  And, could they even be field-testing some supposedly "playing-field leveling" conventional wisdom?  In other words, is there a potential meme here marking the Dems for packing the White House field with Senators.  (And then, who would be more fitting for an anti-D.C. attack, by the way, than the former First Lady?)
